The Youth Resource Development Program (YRDP) is a leading local youth organization in Cambodia, firmly established in the field of civic and peace education and youth empowerment. Since its inception in 1992 and formal registration in 1998, YRDP has grown into a vital player with significant impact at the grass roots level as well as on the regional and national policy stage, advocating for youth’s interests. YRDP’s goal is to empower youth to become committed and active citizens with a better quality of life through taking concrete initiative and motivating others for promoting sustainable peace, justice, and democratic society.

Currently, we are seeking for national candidates to fulfil the vacant positions as below:
MONITORING and evaluation Officer (M&E Officer), Salary Rang $470-$530 per month plus any benefits
Main Responsibilities

5.1 M&E system development and management

– M&E development processes and systems, create frameworks and data collection procedures for programs
– Coordinate M&E activities in cooperation with relevant program staff
– Train and mentor M&E assistant, relevant program staff with the aim of strengthening their technical capacity for M&E engagement process.
– Document lessons learned, best practices and make recommendations to program staff
– Propose strategies to increase data use
– Ensure that donor and partner data queries are addressed in an accurate and timely manner
– Formulate baseline measures and targets, during writing and set up donor project proposals as well as throughout project implementation
– Conduct surveys on target groups’ needs and research youth issues if needed

5.2 Role as Executive Committee and Fundraising Committee
– Play role as a member of the executive committee
– Participate in making decision for main tasks or policy review (see detail responsibilities in ExCom Policy)
– Work as member of the fundraising committee and with program staff to develop proposals (contact new donors, seeking potential donors or individuals who are interested in the YRDP program)
– Assume role of acting executive director when necessary

5.3 Staff supervision
– Directly control the work and performance of staff under his/her supervision
– Conduct performance appraisals for staff under his/her direct supervision and participate in internal staff evaluation
– Be involved in staff recruitment when necessary
– Ensure good team spirit and team relations

5.4 Collaboration with other programs, EYES, YES Act, PCP and support units
– Collaborate with ED and/or technical advisor for managerial and technical improvement
– Assist other programs and support units when needed
– Inform other program staffs if he/she knows that youth are interested in the activities of other programs.
– Support and participate in some events of other program such as Annual youth forum, International youth day, YRDP family gathering … ect

5.5 Participation in activities for improving the Quality of the YRDP program
– Participate actively in staff meetings
– Write reports of extra YRDP events and meetings
– Communicate with NGOs, Association and other Institute for exchange experience and seek partners who have similar goal, vision and philosophy as YRDP.
– Build network/partnership with other M&E team/network to improve YRDP M&E system

5.6 Personal Development
– Identify a clear personal goal and values
– Set up personal plan and implement to improve his/her quality of work
– Read relevant texts and documents regularly to improve his/her quality of work

– Bachelor and/or Master degree in Project Management or related field
– Five years of experience in developing and managing M&E systems
– Five years of experience in leadership, program and human resource management
– Excellent communication skills both verbal and written(Khmer and English)
– Willingness to question and challenge one’s own ideas and habits
– Demonstrate a positive attitude and teamwork<
– Ability to work independently
– Computer skills (Word, Excel, PowerPoint, Outlook, Internet, Data Base, SPSS..etc.)
– Well organized and able to meet deadlines
– Understand and agree with the vision, mission, values, guidance principles and goal of YRDP
– Highly motivated to work directly with youth from different backgrounds
